Over-All Council

is the second highest governing body of the organization and has jurisdictions over all the councils under its echelon. Officers of the Over-All Council shall be residents of Zamboanga City Mother Chapter. All the chapters (Community Chapter or School Chapter) in Zamboanga City are under the direct supervision of the Over-all Council, and these chapters are the work-force of the Council.

The PROVINCIAL COUNCILS OF BASILAN, SULU AND TAWI-TAWI are also under the supervision and control of the Over-all Council (Refer to Article IV of this Constitution – Organizational Structure). The Over-all Council shall be composed of:

 

The President shall:

  • Act as the Over-all Chief Executive Officer;
  • Call and presides over the General Assembly/ Meetings;
  • Enforce the strict observance of the fraternity’s By-laws, Policies and Procedures;
  • Make representation, issue directives and statements in behalf of the fraternity;
  • Perform such other duties as necessary for the good interests of the organization, or as may be assigned by the Board of Directors.

The Vice President shall:

  • Assist the President and temporarily assume the president’s duties in his/her absence or incapacity;
  • Perform such other duties as necessary for the good interests of the organization, or as may be assigned by the Board of Directors.

The Secretary shall:

  • Maintain and update all membership records;
  • Maintain all official documents of the fraternity;
  • Maintain minutes/records of meetings;
  • Oversee the functions of the Admin/I.T and Election Departments. Such personnel are the deputies of the Secretary supporting the secretariat services of the fraternity;
  • Perform such other duties as necessary for the good interests of the organization, or as may be assigned by the Board of Directors.

The Treasurer shall:

  • Plan the budget of the fraternity for approval of the Board of Directors;
  • Be in-charge in the management of funds and resources of the fraternity;
  • Maintain financial reports open at all reasonable times for inspection and examination;
  • Oversee the functions of the Finance Departments. Such personnel are the deputies of the Treasurer supporting the finance services of the fraternity;
  • Perform such other duties as necessary for the good interests of the organization, or as may be assigned by the Board of Directors.

The Auditor shall:

  • Check and audit all financial/resources of the fraternity;
  • Form auditing team to investigate any reported financial anomalies; subject to the approval of the Board of Directors;
  • Perform such other duties as necessary for the good interests of the organization, or as may be assigned by the Board of Directors.

The Business Manager shall:

  • Coordinate/manage and determine projects/activities of the fraternity;
  • Perform such other duties as necessary for the good interests of the organization, or as may be assigned by the Board of Directors.
